Families NSW - Targeted Earlier Intervention

Evidence shows that children’s life chances are affected by both their families and communities, and both can be changed for the better. Warlga Ngurra’s Targeted Early Intervention (TEI) program delivers a wide variety of support to children, young people, families and communities. The TEI program is flexible, responsive, and locally based in the Port Stephens Local Government Area (LGA) with priority focus on Karuah, servicing Aboriginal children, young people, families, and communities. 

The TEI program provides the following:

  • Information / Advice / Referral pathways.
  • Parenting programs / support, such as
    • Skills group for parents / carers.
    • Budgeting.
    • Healthy eating.
    • Child developmental milestones.
    • Attachment.
  • Intake / Assessment (Case management – home or centre based, goal setting).
  • Family Capacity Building (Case management approach skills groups – early literacy, transition to school activities).
  • Referral and support to local supported playgroups.
  • Deliver and/or refer and support with parenting programs, such as:
    • Triple P.
    • Circle of Security.
    • 123 Magic.
  • Assistance with housing applications, and support in finding suitable, safe, and stable housing.

Social and Community

People are supported to feel a part of the community and that they are making a contribution.


People are supported to exercise control over decisions that affect their lives.


People are supported to have their basic needs met.

Education and Skills

Children and young people are supported to attend and engage in school.

People are supported to participate in education and develop skills.


People are supported to access and receive the health services they need.


People are supported to find or stay in a safe and stable housing.


Families and community are supported to keep children safe.

Our team can provide information, advice, and referral to other appropriate services as needed. Referrals will be triaged on a needs basis and must meet the eligibility criteria for case management from one of our programs. We don’t have a waitlist.
